Internet and Computer Use Policy (and Disclaimer)
For Ages 14 and Above
The Madison-Jefferson County Public Library offers access to its computers and Internet sources as part of its mission “to provide citizens with equal and readily available access to information whether for entertainment or instruction” (Mission Statement, M-JCPL 12/99). The library recognizes that the Internet makes available useful and entertaining information on a wide variety of topics. The library also acknowledges that the Internet includes material that some people will find undesirable. The Library sets reasonable standards for appropriate use of its computers, including the Internet.
Inappropriate uses include but are not limited to: disrupting network systems or any other misuse of equipment; unlawful or malicious activity; profit-making; misrepresentation of oneself or the library; viewing sexually explicit material that appeals to prurient interests; using abusive or objectionable language or images in public or private messages; accessing inappropriate materials; and, violation of copyright laws.
Involvement in the above may result in loss of computer privileges. A first incident will result in a verbal warning and require that the patron reread this policy. A second incident, even in the same day, will result in a written warning that is to be signed by the patron. A third incident, even if the same day, will result in a loss of computer privileges for a month. All of the above will be noted in the patron’s library record.
Downloading of materials: Users must download material to their own disks, not to the computer hard-drives. Adding shortcuts and favorites or bookmarks is not appropriate.
Time Limit: Computer time is on a first-come, first-serve basis. Use of public computers is limited to 1/2 hour if all stations are in use or patrons are waiting. There is a daily limit of two hours per user. (These time limits are subject to change if the Library purchases an automated system for patron computer signup.)
Eligibility for Use: A valid M-JCPL card is required for use of public computers. Non-residents or visitors of over a few days will be issued a temporary card upon presentation of proper identification and a $25 deposit. Short-term visitors of a few days will read this policy and leave a driver’s license or other identification while they use the computers.
Assistance in using computers: Library staff can offer limited help as the need arises. Patrons requiring more guidance are encouraged to call and arrange an appointment with a staff member.
Disclaimer: The library makes no warranties of any kind, whether expressed or implied, for the service it provides and will not be responsible for any damages suffered, including loss of data from delays, non-deliveries, mis-deliveries, or service interruptions. Use of any information obtained via the Internet is at your own risk. Electronic files should not be considered confidential. When necessary, such files may be used as evidence in criminal investigations and/or prosecutions. This Library will provide access to computer files and hard-drives, to the extent required by law. On October 25,2001, Congress passed the “Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act” (USA PATRIOT Act) that expands the powers of federal law enforcement agencies investigating foreign intelligence and international terrorism.
Abuse of the Internet/Computer Use Policy, as determined by the Library Staff, may result in loss of computer privileges.
