Present: Kelly Joyce, President; Mary Kay Butler, Vice-President; Sally Wurtz, Secretary; Joy Culp, Treasurer; Kathy Crafton, Board Member; Terry Phillips, Board Member; Judi Terpening, Director; Jess McAlister,

Assistant Director.

Not Present: Kathy Rosenberg, Robyn Ryle.

Public Hearing for 2026 Budget - No members of the public were present at the meeting.

Approval of Minutes

Crafton made a motion to approve the executive session minutes from August 14, 2025. Joyce seconded. Motion carried. Phillips made a motion to approve the regular meeting minutes from August 14, 2025. Crafton seconded. Motion carried.

Treasurer’s Report & Approval of Claims
August 15 through September 11, 2025

  • Operating Fund expenditures were $130,408.67. Expenditures from all funds were $182,535.19. Operating Fund receipts were $4,601.87. Total receipts to all funds were $23,152.87. Balance in the Operating Fund as of September 11, 2025 was $1,185,030.77. Total bank balance was $1,891,241.18.

  • Expenditures over $6,000:

    • $11,505.00 to Jefferson County Treasurer for health insurance premiums.

    • $7,537.11 to Duke Energy for electricity in 3 buildings.

    • $33,390.00 to Executive Elevator for deposit on elevator upgrade.

  • The following transfers were made within the Operating Fund:

    • $6,000.00 from 3.62 Equipment Repair to 3.61 Buildings & Structures.

Phillips made a motion to approve payment of claims for $182,535.19. Joyce seconded. Motion carried.

  • Hangout Chapter; Connection Starts Here had 62 attendees.

  • Second Saturday Stitchers had 7 attendees.

  • Silent Book Club had 10 attendees.

  • La Leche League had 18 attendees.

  • Produce Pop-up Market for Seniors had 17 attendees.

  • Paint & Sip; Monet Style had 12 attendees. 

  • Paint & Sip; Van Gogh Style had 31 attendees in 2 sessions.

  • Red Cross Blood Drive had 32 attendees.

  • Build Your Own Picnic Kit; Wraps & Napkins had 25 attendees in 2 sessions.

  • Build Your Own Picnic Kit; Plates & Cups had 12 attendees in 2 sessions.

  • Hanover Book Group read "James" by Percival Everett. There were 11 attendees.

  • Hope Community had 4 attendees for Build Your Own Picnic Kit; Plates & Cups.

  • Virtual Author Talk Series: 

    • The Stories, Science & History of Birds: Smithsonian Biologist Jay Falk: 1 registration, 1 live view, and 34 archive views.

    • Returning to Romance Through Food & Flirty Fun in Fiction: Casey McQuiston: 0 registrations, 0 live views, and 7 archive views.

    • How to Thrive in a World of Constant Chaos: Organizational Psychologist Dr. Tasha Eurich: 3 registrations, 3 live views, and 4 archive views.

  • 18 meetings with 148 attendees.

Outreach

  • Made 17 deliveries and circulated 140 items.

  • Terpening and Inman attended Hanover College Involvement Fair and had 75 attendees.

  • Mother Goose on the Loose had 51 attendees in 3 sessions.

  • Firefly Award Voting Results: Are You a Monster? 18; Ploof 9; Turtle-Turtle and the Wide-Wide River 3.

Children’s In House Programs (all ages)

  • Reading to Dogs had 28 attendees.

  • Lego Club had 13 attendees.

  • Homeschool Hangout; "Nature" had 58 attendees.

Outreach

  • Story Line had 33 calls.

Social Media/Circulation Statistics

  • Website had 3,114 visits. Top pages: Events Calendar, Job Posting, Location & Hours, Digital Media.

  • Local History website had 1,345 visits. Top pages: MCHS Yearbooks, Obituaries 1981-2005.

  • Monthly newsletter went out to 5,030 recipients.

  • Facebook followers 4,077. Top post by engagement was "Tiny Art Show Winners." Top post by reach was "We're Hiring."

  • Instagram followers 846. Top post by engagement was "Silent Book Club." Top post by reach was "We're Hiring." 

  • Niche Academy had 62 views.

  • Circulations were 16,268.

  • Made 73 new library cards.

  • Visits to the Library were 6,446.

  • Public computer users were 800. Wifi users were 559. There were 1,814 logins to the Wifi. 

Staff and Volunteers

  • Board members had expressed an interest in meeting the Library staff, so Terpening will introduce two staff members at each Board meeting for the next few weeks. This month they met Holly and Hannah.

  • Angie Jackson started work as a part time Library Assistant on September 8.

  • Joel is heading up the Local History Department since Camille retired. He plans to revamp the Local History website and has also made a spreadsheet of 62,000 obituaries that can be searched on the website to find which microfilm they are on. He is also working on family files and history files.

  • Hangout Chapter One was held at Analog Coffee and was very successful, having 62 in attendance.

  • Three staff members attended the Evergreen Indiana Annual Conference online.

  • Charlie Gannon, who digitized the Lemen photos, came in and was able to see the dedication plaque that was displayed in his honor.

  • Terpening attended the Directors Roundtable at Aurora.

Ongoing and Upcoming Events

  • September is Library Card Sign-up Month. Everyone who applies for a new library card, or refers a friend, will be entered into a drawing for a gift basket made up of items from local merchants.

  • Picnic series is ongoing. Story Times are back. Homeschool Hangout is about apples. Pages in the Park is September 20, a picnic for the participants of the Picnic Series of programs.

Friends of the Library

  • August Sidewalk Sale made $512.00

  • Next FOL meeting will be September 16.

  • Fall Book Sale will be September 26-28.

Building/Renovation/Technology

  • AVC and Zayo are continuing to work on the issue with the internet not being up to the expected speed.

Miscellaneous

  • Board members had expressed an interest in receiving more training, so Terpening shared information with them about the Trustee Track at the ILF conference, as well as information about webinars and other training materials that can be accessed online. She also suggested that they could include training as part of the regular Board meetings.

Correspondence

  • Received the statement from the Community Foundation. Endowed assets grew 6.74% in the 2nd quarter and as of August 18 have grown 9.38% for the year.

Continuing Business

  • KrM Architects reached out to 5 companies for bids on the elevator upgrade and received only one from Executive Elevator. At the August meeting, the Board approved a resolution for an additional appropriation of $150,000 from the Rainy Day Fund for the project. On September 9, Terpening attended the County Council meeting to ask for their approval of the additional appropriation and it was approved. The approval forms were uploaded to DLGF and approved. The initial down payment of $33,390.00 will be sent to Executive Elevator and then the work can begin.

New Business

  • Butler made a motion to approve the Emergency Closing Procedure as amended. Crafton seconded. Motion carried.

  • 2026 Budget adoption was set for October 9.

  • Butler made a motion to approve the Resolution for the Indiana State Library Consortium for Public Library Access. Crafton seconded. Motion carried.

  • Butler made a motion to approve the Social Media Independent Contractor Agreement with Jillian Hendricks as discussed in the August meeting. Crafton seconded. Motion carried.
