President Joyce opened the meeting at 4:07 P.M.

Approval of Agenda

Terpening added the following item to the agenda under New Business; Close the Library on January 31, 2026. Butler made a motion to approve the agenda as amended. Rosenberg seconded. Motion carried.

Architect Presentation

Kevin Montgomery presented updated plans for the building project to the Board and Library attorney.

Approval of Minutes

Wurtz made a motion to approve the regular meeting minutes from November 13, 2025. Butler seconded. Motion carried.

Treasurer’s Report & Approval of Claims
November 14 through December 11, 2025

  • Operating Fund expenditures were $139,185.61. Expenditures from all funds were $281,416.87. Operating Fund receipts were $5,583.21. Total receipts to all funds were $348,637.15. Balance in the Operating Fund as of December 11, 2025 was $792,743.94. Total bank balance was $1,677,785.30.

  • Expenditures over $6,000 or signature needed:

    • $11,509.16 to Jefferson County Treasurer for health insurance premiums.

    • $8,951.07 to Cardmember Service for Visa charges.

    • $123,605.10 for 50% down on bookmobile purchase.

  • The following transfers were made within the Operating Fund:

    • $1,000.00 from 2.23 Other Operating Supplies to 2.13 Other Office Supplies.

    • $2,000.00 from 3.142 from Children's Programming to 3.141 Adult Programming.

    • $3,000.00 from 3.21 Telephone & Internet to 3.23 Traveling Expense.

    • $400.00 from 3.51 Gas to 3.97 to Online Charges; OCLC, Title Source.

    • $2,000.00 from 3.52 Electricity to 3.62 Equipment Repair.

    • $500.00 from 3.52 Electricity to 3.61 Buildings & Structures.

    • $500.00 from 3.11 Consulting Services to 3.14 Other Professional Services.

Phillips made a motion to approve payment of claims for $281,416.87. Crafton seconded. Motion carried.

  • La Leche League had 18 attendees.

  • Winter Door Mat Craft had 46 attendees in 5 sessions.

  • Silent Book Club had 6 attendees.

  • Second Saturday Stitchers had 5 attendees.

  • Paint & Sip; Pointillism had 15 attendees.

  • Red Cross Blood Drive had 41 attendees.

  • Hanover Book Group read "The Mighty Red" by Louise Erdrich. There were 7 attendees.

  • Caroling with Santa had 109 attendees.

  • Hope Community had 2 attendees for "Welcome Door Mats."

  • Virtual Author Talk Series:

    • Community, Power & the Search for Indigenous Identity: Award Winning Journalist Joseph Lee: 0 registrations, 0 live views, and 20 archive views.

    • The Search for Truth & the Persistence of Love Across Time: Novelist Amanda Peters: 0 registration, 0 live views, and 25 archive views.

  • Homeschool Hangout; "Pioneer Day" had 32 attendees.

Young Adult

  • Fall Hanging Garland Craft had 24 attendees.

Outreach• Story Line had 34 calls.

  • Story Time at OVO Head Start Southwestern had 27 attendees in 2 sessions.

Social Media/Circulation Statistics

  • Website had 2,646 visits. Top pages: Events Calendar, Location & Hours, Digital Media.

  • Local History website had 1,578 visits. Top pages: MCHS, Local History, Yearbooks.

  • Monthly newsletter went out to 5,055 recipients.

  • Facebook followers 4,155. Top post by engagement was "We're Open." Top post by reach was "Caroling with Santa."

  • Instagram followers 858. Top post by engagement was "Native American Heritage Month." Top post by reach was "Silent Book Club."

  • Niche Academy had 23 views. Top tutorial by views was Hoopla.

  • YouTube had 73 views.

  • Circulations were 14,047.

  • Made 42 new library cards.

  • Visits to the Library were 5,129.

  • Public computer users were 501. Wifi users were 426. There were 1,470 logins to the Wifi.

Staff and Volunteers

  • On episode 4 of the ongoing series "Meet the Staff" the Board was introduced to Robin and Ann.

  • The County will continue with Custom Design Benefits for employee health insurance in 2026, with a new clinic option added.

  • End of the year webinars were attended by Joy, Holly and Judi.

  • Recertification webinars were attended by Evergreen Catalogers Melissa and Rikki, and Local Admins. Jess and Judi.

  • The Library participated in the Very Merry Madison Christmas Parade.

  • The staff Holiday Party will be held on December 13, weather permitting.

Ongoing and Upcoming Events

  • Gingerbread House Contest for all ages is coming up in December.

Friends of the Library

  • FOL sponsored refreshments for Caroling with Santa and for the Author Fair.

  • Holiday Book Sale made $942. 

  • Next meeting will be February 17, 2026.

Building/Renovation/Technology

  • The boiler passed inspection. 

  • There have been a couple of HVAC issues; a leak in Technical Services at Madison and a musty smell at Hanover. Dunlap is looking into those. 

  • The bookmobile will arrive December 16. It has been added to our insurance policy and Fiction Wraps will do the lettering on it. Six staff members will be trained to drive and use it. 

Correspondence

  • Received the third quarter statement from the Community Foundation. Endowed assets grew 5.73%. Through September 30 returns for the year were 12.93%.

Continuing Business - None

New Business

  • Set the annual Board of Finance meeting for January 8, 2026 at 3:30 P.M.

  • Board received the Investment Policy information for review. It will be discussed and approved at the Board of Finance meeting.

  • Ryle made a motion to close the Library on January 31, 2026 due to the Evergreen servers being moved. Rosenberg seconded. Motion carried.
