January 11, 2024 Regular Meeting


Present: Robyn Ryle, President; Terry Phillips, Vice-President; Joy Culp, Treasurer; Kathy Crafton, Board Member; Kathy Rosenberg, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director.

Not Present: Kelly Joyce, Mary Kay Butler, Sally Wurtz.

President Ryle opened the regular meeting at 4:00 P.M. Crafton was appointed Secretary Pro Tem. Crafton made a motion to approve the agenda. Rosenberg seconded. Motion carried.

Phillips made a motion to approve the minutes from the December 14 regular meeting. Rosenberg seconded. Motion carried.

Treasurer’s Report & Approval of Claims
December 15 - December 31, 2023

  • Operating Fund expenditures were $60,659.58. Expenditures from all funds were $71,043.18. Operating Fund receipts were $648,049.65. Receipts to all funds were $656,190.59. Tax draw for $646,540.69 was received on December 19. Balance in the Operating Fund as of December 31, 2023 was $1,656,609.43 Total bank balance was $2,155,711.17.

  • There were 2 checks over $6,000:

    • $11,059.93 to Jefferson County Treasurer for health insurance premiums.

    • $6,267.12 to Cardmember Services for Visa charges.

  • The following transfers were made within the Operating Fund:

    • $345.00 from 1.12 Full Time to 1.11 Librarian Salary.

    • $301.00 from 3.14 Other Professional Services to 3.144 Programming: Special.

    • $555.00 from 3.142 Programming: Children's to 3.141 Programming: Adult.

    • $370 from 3.24 Professional Meetings to 3.91 Dues.

January 1 - January 11, 2024

  • Operating Fund expenditures were $81,461.30. Expenditures from all funds were $89,116.38. Operating Fund receipts were $447.26. Receipts to all funds were $10,139.55. Balance in the Operating Fund as of January 11, 2024 was $1,575,595.39. Total bank balance was $2,076,734.34.

  • There was 1 check over $6,000:

    • $8,446.69 to Evergreen Indiana-ISL Foundation for annual Evergreen fee.

Phillips made a motion to approve payment of the following claims:

  • December 15 through December 31, 2023 in the amount of $71,043.18.

  • January 1 through January 11, 2024 in the amount of $89,116.38.

Crafton seconded. Motion carried.

Director Terpening’s report
December Adult Programming

  • 20 events with 179 attendees.

  • Online Drawing & Painting Class had 11 attendees in 4 classes.

  • Acrylic Painting Class had 18 attendees in 3 classes.

  • Salsa Dancing had 36 attendees in 4 classes.

  • Wood Burnt Ornaments program had 26 attendees in 4 classes.

  • Second Saturday Stitchers had 8 attendees.

  • Red Cross Blood Drive had 54 attendees.

  • FCC Affordable Connectivity Program had 16 enrollments.

  • Hope Community had 5 attendees for Wood Burnt Ornaments craft.

  • Hickory Creek had 5 attendees for Painted Holiday Ornaments.

  • There were 13 Meetings with 75 attendees.

Outreach

  • 22 deliveries and circulated 168 items.

Children’s and Family Programs

  • 6 programs with 218 attendees.

  • Reading to Dogs had 13 attendees. There were 5 dogs and 5 handlers.

  • All Ages Gingerbread House Decorating had 35 attendees.

  • Gingerbread Contest had 21 entries.

  • Candy Cookie House Kits were picked up by 50 at Madison and 20 at Hanover.

  • Games, Cocoa & Cookies had 27 attendees.

  • Cocoa Mug Ornament Craft had 38 at Madison and 20 at Hanover.

  • Story Line had 42 calls.

  • Dramatic Play area was changed to Winter Wonderland in December.

Social Media/Circulation Statistics

  • Website had 2,340 visits. Local History website had 1,272 visits, a 23% increase.

  • Library has 3,421 Facebook followers.

  • Circulation continues to increase and visitors are up from last year.

Staff and Volunteers

  • Board members were invited to a retirement party for Julie Hensley on February 19 from 1-3. She has worked at the Library for 27 years.

  • Terpening is working on the Annual Report and will share it with the Board at the February meeting.

Ongoing and Upcoming Events

  • Winter Reading for all ages started January 2 and runs through February 29.

  • Salsa Dancing, Art, Crafts and Story Times continue. In February the art class will begin a 14-week course on Comics and Graphic Storytelling. Russ Vossler will be the instructor.

Community

  • The new Farmer's Market Manager, Brittany Demaree, and Austin Sims, Executive Director of Madison Main Street will be meeting with McAlister and Motsinger to discuss what programs the Library would like to do with them to continue that partnership.

  • The Library will be hosting a grant information meeting for Main Street signage.

  • The Library will be hosting a Mom-to-Mom support group. This event was rescheduled from December.

Technology and Services

  • Terpening is working on the application for a Cat 2 grant to replace and update network switches and wireless access points in the buildings. 4 proposals have been received and the deadline is January 19.

  • The events calendar and reservation systems will be changing by February 29. The current system is going out of business.

Friends of the Library

  • FOL Holiday Book Sale made $1,167.95.

  • The Book Tree was built with 361 books. There were 48 guesses and the winning guess was 360.

Buildings

  • Terpening has been in contact with MCHS and they are going to make a bench with the Library logo.

Correspondence

  • Received the 2024 Certified Budget Order from DLGF.

  • Received an email from ILF regarding the Senate Bill 32 proposal that addresses fiscal control over libraries. Terpening and McAlister will be visiting the State House on January 23 for State Day.

Continuing Business - None

New Business

  • Crafton made a motion to approve the Purchasing Policy with no changes. Rosenberg seconded. Motion carried.

  • Rosenberg made a motion to approve the Resolution for Check Signing Authority with no changes. Crafton seconded. Motion carried.

  • Phillips made a motion to approve the Resolution to Pay Bills Without Prior Approval with no changes. Crafton seconded. Motion carried.
