Present: Kelly Joyce, President; Mary Kay Butler, Vice-President; Sally Wurtz; Joy Culp, Treasurer; Kathy Crafton, Board Member; Robyn Ryle, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director.
Not Present: Terry Phillips.
President Joyce opened the meeting at 4:03 P.M. Butler made a motion to approve the agenda. Crafton seconded. Motion carried.
Wurtz made a motion to approve the regular meeting minutes from June 12, 2025. Joyce seconded. Motion carried.
Treasurer’s Report & Approval of Claims
June 13 through July 10, 2025
Operating Fund expenditures were $161,734.02. Expenditures from all funds were $180,694.88. Operating Fund receipts were $985,896.17, which included the spring tax draw of $980,210.77. Total receipts to all funds were $1,005,260.29. Balance in the Operating Fund as of July 10, 2025 was $1,477,664.79. Total bank balance was $2,217,169.16.
Expenditures over $6,000:
$11,505.00 to Jefferson County Treasurer for health insurance premiums.
$10,618.00 to Indiana State Library for InfoExpress renewal.
$15,364.92 to OCLC for annual cataloging subscription.
$8,296.04 to Overdrive for ebooks ($5,296.04) + annual membership/content credit ($3,000.00)
Butler made a motion to approve payment of claims for $180,694.88. Ryle seconded. Motion carried.

Candy Craze -Chocolate Edition had 40 attendees.

Outreach
Story Line had 24 calls.
Farmer's Market - 90 people visited and 42 did the craft.
Girls, Inc. had 48 attendees for Pencil an Eraser stories; Drawing; Spot stories and Do a Dot Art.
La Casa Amiga had 95 attendees for Goodnight Moon; Moon painting; Pencil and Eraser and Drawing.
OVO HeadStart had 42 attendees-Read stories to 3 classes and talked about Summer Reading.
Social Media/Circulation Statistics
Website had 3,956 visits.
Local History website had 1,115 visits.
Monthly newsletter went out to 4,903 recipients.
Facebook followers 3,991. Top post by engagement was Summer Reading Kickoff Photos. Top post by Reach was StoryWalk Photos.
Instagram followers 832. Top post by engagement was LGBTQ+ Pride Month on Hoopla. Top post by reach was Petting Zoo.
YouTube had 140 views.
Niche Academy had 82 views.
FAQ had 19 views.
Circulations in June were 18,580.
There were 120 new library card registrations.
Visits to the Library in June were 8,358.
Public computer users were 697. Wi-Fi users were 587. There were 1,819 logins to the Wi-Fi.
Staff and Volunteers
New volunteer Don Rosenbarger updated the flower bed in front of building.
Terpening met with State Library Director to discuss services affected by the federal funding cuts, such as InfoExpress. There will no longer be state funds for the connectivity grant.
Staff Development Day will be August 11. Both libraries will be closed that day.
Ongoing and Upcoming Events
A new art program, "Paint & Sip Style", with Russ Vossler starts in July.
There will be a lot of "Color Our World" Summer Reading programs through July 26, such as tie-dye, tissue painting and sand art.
A new outreach program, the Hangout Chapter, will be August 1 at Analog Coffee. It will be a way for people to socialize and meet, play Bingo and other activities.
Friends of the Library
June Sidewalk Sale made $317.50.
Upcoming sidewalk sales will be July 26 and August 30 from 10am-1pm.
The next FOL meeting will be July 15.
Building/Renovation/Technology
The van wrap is complete and the van has been returned to the Library.
The chiller has been working sporadically. Dunlap is aware and looking for a part.
Kentuckiana Seismic & Survey conducted a pre-construction survey of the Library, provided free by the City of Madison. The City of Madison Project on Main Street will be underway soon.
AVC quarterly report showed that the Library is not receiving the promised internet speed from ENA. Since the Library will no longer receive the Broadband Connectivity Grant, Terpening is working with AVC to determine if it would be beneficial to change providers.
Miscellaneous
Indiana Library Federation now offers a free membership to trustees if the Library is a member. Terpening offered to sign up all Library Trustees.
Department of Local Government Finance announced that the growth quotient for the 2026 budget is 4%.
Correspondence
Indiana Library and Historical Board found that JCPL is compliant with public library standards for 2024.
Received a letter from Shirley Kloepfer at La Casa Amiga about the Hispanic Cultural Festival this fall.
Continuing Business
The Strategic Plan is finished and ready for a vote. Butler made a motion to approve the Strategic Plan as written. Wurtz seconded. Motion carried.
Personnel Policy was tabled until September.
New Business
Joyce appointed new Board Committees as follows: Personnel Committee; Phillips, Rosenberg, Crafton. Finance Committee; Butler, Culp, Joyce. Policy Review Committee; Joyce, Ryle, Wurtz.
Culp read House Bill 1509, which became effective July 1, 2025. Terpening explained that all Board members must be listed with their term and appointing authority on every agenda, in every meeting notice and on the website.
Joyce, Butler, Wurtz and Culp signed the new signature card for First Financial Bank.
