Present: Kelly Joyce, Vice-President; Mary Kay Butler, Secretary; Joy Culp, Treasurer; Sally Wurtz, Board Member; Kathy Crafton, Board Member; Robyn Ryle, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director.
Not Present: Terry Phillips, Kathy Rosenberg.
Vice-President Joyce opened the meeting at 4:00 P.M. Butler made a motion to approve the agenda. Ryle seconded. Motion carried.
Wurtz made a motion to approve the regular meeting minutes from February 13, 2025 Crafton seconded. Motion carried.
Treasurer’s Report & Approval of Claims
February 14 through March 13, 2025
Operating Fund expenditures were $127,610.52. Expenditures from all funds were $148,382.93. Operating Fund receipts were $3,283.46. Receipts to all funds were $21,843.81. Balance in the Operating Fund as of March 13, 2025 was $1,027,968.97. Total bank balance was $1,784,449.43.
Expenditures over $6,000:
$11,508.50 to Jefferson County Treasurer for health insurance premiums.
Annual Financial Report was submitted in Gateway on February 27.
Butler made a motion to approve payment of claims for $148,382.93. Ryle seconded. Motion carried.

Valentine Cookie Decorating had 32 attendees.

74 children participated, 40 completed the program.
18 teens participated and there were 4 drawing winners.

Website had 2,880 visits.
Local History website had 923 visits.
Monthly newsletter went out to 4,856 recipients.
Facebook followers 3,890. Top post by engagement was Valentine Cookie Photos. Top post by reach was the Community Survey.

Circulations in February were 14,580.
There were 62 new library card registrations.
Visits to the Library in February were 6,049. Computer usage was 634.
Staff and Volunteers
Motsinger, Rike and Westmoreland attended a Youth Services Roundtable at Bartholomew County.
Staff Development Day was on February 17. Presenters included American Sign Language instructor Julie Henry and Hoosier START retirement specialist Patrick Ballard. The afternoon session was the kickoff meeting for the Strategic Plan.
Ongoing and Upcoming Events
Silver Ceramics wrapped up with an Art Show on February 25.
Digital Literacy Classes are ongoing. Android and iPhone classes will be repeated in April.
Home School Hangouts will be held on March 27 and April 24. This program was started in response to the homeschool survey results.
Indiana Broadband Listening Session will be on March 27. It will be an opportunity to ask questions and air grievances regarding broadband services in the County and State.
Community
The American Experience Exhibit, in partnership with DAR, ended on March 12.
The March 7 Madison Courier featured three mentions of the Library on the front page. Employee Joel Knoll was interviewing Charlie Rohlfing as part of the Library's Strategic Plan process. Rohlfing in turn wrote about his interview with Knoll and made some very positive remarks about the Library in the "Charlie's Beat" section of the Courier. There was also an article about the DAR American Experience Exhibit, and article about the Norton My Chart Event at the Library coming up on March 17. Representatives from KDH and Norton will assist attendees with using the My Chart app.
Friends of the Library
The Spring Book Sale will be May 16-18.
Buildings
Terpening is contacting elevator companies for bids on replacing the elevator.
Strategic Plan
The Strategic Planning Committee Meeting will be at the Hanover Branch Library on April 7. Terpening recommended closing the Branch all day for the meeting and scheduling Hanover staff at the downtown Library that day. The Board agreed.
Strategic Plan interviews and community conversations were very successful, according to the consultants. The goal of 380 responses to the survey was reached. Survey ends on March 14.
An All-Staff Strategic Planning Retreat will be on April 14 at the Madison Library. Both Libraries will be closed that day.
Correspondence
Received a note thanking Motsinger for reading at Anderson Elementary during READ Across America. Heather Foy at Norton Kings Daughters Health sent a note thanking Bowman for representing the Library at the Healthy Communities Event.
Sally McWilliams sent a note thanking the Library for hosting the DAR American Experience Exhibit. Received the quarterly report from the Community Foundation. Investments results were -2.66% in the 4th quarter but endowed assets grew 8.74% for all of 2024.
Continuing Business - None.
New Business
Ryle made a motion to approve the Resolution to Establish the Nonresident Fee at $50.00 annually. Butler seconded. Motion carried.
Terpening shared some details about programming from the Annual Report.
Board members' terms were reviewed and none were expiring this year.
Wurtz made a motion to approve the Criminal Background Policy with no changes. Joyce seconded. Motion carried.
The TrustIndiana investment was discussed. In March of 2021 the Board approved $200,000.00 from the Rainy Day Fund to be invested for four years in TrustIndiana. Since the fund is liquid, and rates are comparable to other investment options at this time, Butler made a motion to leave the investment at TrustIndiana for another year. Crafton seconded. Motion carried.
