Present: Kelly Joyce, President; Mary Kay Butler, Vice-President; Joy Culp, Treasurer; Kathy Crafton, Board Member; Kathy Rosenberg, Board Member; Robyn Ryle, Board Member; Sally Wurtz, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director; Wil Goering, Library Attorney; Rob Barlow, Co-Counsel; Kevin Montgomery, KrM Architecture. A few members of the public stayed for the regular meeting after the public hearing.
Not Present: Terry Phillips.
President Joyce opened the regular meeting at 4:22 P.M.
Approval of Agenda
Crafton made a motion to approve the agenda. Wurtz seconded. Motion carried.
Approval of Minutes
Butler made a motion to approve the public hearing minutes from April 9, 2026. Rosenberg seconded. Motion carried. Butler made a motion to approve the regular meeting minutes from April 9, 2026 as presented. Rosenberg seconded. Motion carried.
Treasurer’s Report & Approval of Claims
April 10 through May 14, 2026
Operating Fund expenditures were $137,432.95. Expenditures from all funds were $177,833.77. Operating Fund receipts were $3,137.28. Total receipts to all funds were $22,959.78. Balance in the Operating Fund as of May 14, 2026 was $762,494.06. Total bank balance was $1,513,801.21.
2 Expenditures over $6,000:
$11,676.06 to Jefferson County Treasurer for health insurance premiums.
$7,017.68 to Ingram Library Services for books.
$14,478.68 to Smedley HVAC & Electrical for elevator electrical work. Paid with appropriated Rainy Day funds.
Crafton made a motion to approve claims for $177,833.77. Ryle seconded. Motion carried.

Circulations were 15,584.
Made 48 new library cards.
Visits to the Library were 971.
Public computer users were 594. Wifi users were 609.
Staff and Volunteers
Five staff members attended the ILF Regional Conference.
Terpening attended the Evergreen Indiana annual meeting and the Director's Roundtable at Harrison County Public Library.
Staff member Shirley celebrated her 85th birthday in April. She has worked at JCPL since 2014.
A Summer Reading staff meeting will be held on May 15 to update staff on procedures and programs.
A new location for the Touch-A-Truck kickoff is yet to be determined.
Kara is in the process of hiring 2 summer interns through the Work and Learn program, which reimburses the Library for half of their pay.
Local History is getting an intern through the Good Neighbor program at Hanover College.
National Library Week
Staff members dressed up according to a theme each day.
The Pilot Club provided library staff with a book-themed lunch titled "Once Upon a Lunch." Christian Academy of Madison volunteers came and helped out.
Ongoing and Upcoming Events
Upcycled Literary Vases craft will be May 20 at 5:00 pm at Madison and May 22 at 2:00 pm at Hanover.
Library will be closed on May 25 for Memorial Day.
Touch-A-Truck and beginning of Summer Reading will begin June 1.
The 6th annual Tiny Art Show kit pickup begins June 1.
Other upcoming programs are Sand Art, Cup Decorating and Decorating Totes.
River Valley Resources will hold their Summer Resource Fair at the Library on June 4 at 1:00 pm.
Friends of the Library
Spring Book Sale will be May 29-30.
Building/Renovation/Technology
Bookmobile took its maiden voyage on May 5 and it was very well received. Visitors attended at every stop and staff were able to provide all the services that had been advertised.
Glass Unlimited replaced a window in the sunroom at Hanover due to a leak. The next project will be excavating the outside to prevent water from coming into the building, causing mildew and mold.
The elevator upgrade is in week 5. The electrical work is done and the fire alarm company is completing their work. The fireproof door is being ordered and will be installed by Sandusky. Elevator mechanics have been on site almost every day. All elevator related expenses are being paid with appropriated Rainy Day funds.
Terpening is working with AVC on replacing computers, beginning with staff. Because of the situation with the economy, AVC can't quote an exact price until right before the order is placed.
The State Board of Accounts audit has been completed and there will be an exit interview on May 26.
Trustee Training
ILF training materials were offered to Board members.
Miscellaneous
• Kevin Montgomery, with KrM Architecture, answered questions about the building renovation project.
Correspondence
Outreach Coordinator, Hannah, received a thank you note for doing a presentation and a craft with participants of a Bethany Legacy training for Leadership Jefferson County. She also took the Bookmobile so everyone could see it. Terpening attended as well.
Youth Services Librarian, Kara received a thank you note for visiting Pope John and Shawe to talk about Summer Reading.
New Business
Ryle made a motion to adopt the Preliminary Determination Resolution. Butler seconded. Motion carried.
Wurtz made a motion to adopt the Reimbursement Resolution. Crafton seconded. Motion carried.
Terpening reported that Mary Kay Butler was reappointed by Madison Schools for a 3rd term and Robyn Ryle was reappointed by Southwestern Schools for a 3rd term on the Board. Both were sworn in after the meeting.
The following nominations were made for new Board officers: Mary Kay Butler, President; Sally Wurtz, Vice-President; Kathy Crafton, Secretary; Joy Culp, Treasurer. The Slate of Officers will be voted on at the June meeting. Officers serve July 1, 2026 through June 30, 2027.
Motion to adjourn by Crafton. Seconded by Ryle. Meeting adjourned at 4:55 P.M.
