Present: Mary Kay Butler, Vice-President; Sally Wurtz, Secretary; Joy Culp, Treasurer; Kathy Rosenberg, Board Member; Kathy Crafton, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director.

Not Present: Kelly Joyce, Terry Phillips, Robyn Ryle.

Approval of Agenda

Wurtz made a motion to approve the agenda. Crafton seconded. Motion carried.

Public Hearing for Internet Policy

No members of the public were present.

Approval of Minutes

Crafton made a motion to approve the regular meeting minutes from October 9, 2025. Wurtz seconded. Motion carried.

Treasurer’s Report & Approval of Claims
October 10 through November 13, 2025

  • Operating Fund expenditures were $139,152.65. Expenditures from all funds were $156,835.27. Operating Fund receipts were $3,115.34. Total receipts to all funds were $20,824.82. Balance in the Operating Fund as of November 13, 2025 was $926,347.34. Total bank balance was $1,610,566.02.

  • Expenditures over $6,000:

    • $11,509.16 to Jefferson County Treasurer for health insurance premiums.

    • $6,809.61 to Midwest Tape for Hoopla digital (2 months).

  • The following transfers were made within the Operating Fund:

    • $7,000.00 from 3.14 Other Professional Services to 3.148 Public Databases.

    • $8,000.00 from 3.99 Tuition Reimbursement to 3.148 Public Databases.

Crafton made a motion to approve payment of claims for $156,835.27. Rosenberg seconded. Motion carried.

  • Hanover Book Group read "The God of the Woods" by Liz Moore. There were 13 attendees.

  • Mother Goose on the Loose had 26 attendees in 2 sessions

  • Story Time at Hanover had 57 attendees in 3 sessions.

  • Spooky Mystery Buddy had 32 attendees at Hanover and 59 at Madison.

  • Reading to Dogs had 14 attendees.

  • Lego Club had 16 attendees.

  • Homeschool Hangout; "How Many Seeds...?" had 32 attendees.

Family Programs

  • Family Game Night had 33 attendees.

  • All Ages Pumpkin Decorating had 38 attendees.

  • Pumpkin Decorating Contest had 33 participants (20 youth, 3 teens, 10 adults). Winners were chosen by 723 public votes, and 15 staff votes.

Outreach

  • Story Line had 36 calls.

  • City of Madison Fall Festival had 605 attendees at the Library table.

Social Media/Circulation Statistics

  • Website had 3,010 visits. Top pages: Events Calendar, Location & Hours, Meeting Spaces.

  • Local History website had 1,641 visits. Top pages: MCHS, Mortality Lists, Local History, Yearbooks.

  • Monthly newsletter went out to 5,086 recipients.

  • Facebook followers 4,147. Top post by engagement was "Pumpkin Decorating Contest Winners." Top post by reach was "Pumpkin Decorating Contest Voting."

  • Instagram followers 856. Top post by engagement was "Library Card Sign Up Month Baskets." Top post by reach was "Hangout Chapter Ghostly Gala."

  • Niche Academy had 25 views. Top tutorial by views was Rosetta Stone.

  • YouTube had 78 views.

  • Circulations were 15,974.

  • Made 54 new library cards.

  • Visits to the Library were 5,883.

  • Public computer users were 876. Wifi users were 481. There were 1,700 logins to the Wifi.

Staff and Volunteers

  • On episode 3 of the ongoing series "Meet the Staff" the Board was introduced to Melissa and Rikki.

  • Judi and Rebecca attended the Duggan Library Open House and networked with some of the new staff.

  • Hannah attended the ABOS Conference and learned a lot more about bookmobiles.

  • Judi, Ann, Jess and Hannah attended the Bethany Legacy Open House.

  • Kara and Hope represented the Library at the City of Madison Fall Festival. They did games and interacted with 605 people.

  • The Hangout Chapter 2 - Ghostly Gala, was held on October 30, in partnership with the Ohio Theatre and Kindness Jefferson County, who supplied the DJ.

  • The Tri Kappa meeting was held after hours at the Library on October 13. Judi gave them a tour of the Library and told them about the different services the Library offers.

  • The Murder Mystery Dinner Theatre was held on October 16.

  • Joel and Jillian continue to work on the Local History website, which launches in February.

Ongoing and Upcoming Events

  • 8 staff members attended the ILF Annual Conference.

  • Caroling with Santa is coming up on November 28.

  • Gingerbread House Contest for all ages is coming up in December.

Friends of the Library

  • Holiday Book Sale will be on Saturday, December 6 in the Library auditorium.

Building/Renovation/Technology

  • There were some plumbing issues this month, which were temporarily resolved. Ohio Valley Plumbing will come back to do a more permanent fix at a later date.

  • Judi talked to the Library attorney about the proposed building renovation. He and the architect will plan a time to both be at a Board meeting so discussions can continue.

Correspondence

  • Received an email from a participant in the art class thanking the Library and instructor Russ Vossler for offering the art programs.

  • Received a thank you from Tri Kappa thanking Judi and the staff for all the Library offers.

  • Ann and Judi both received thank you notes from one of the authors at the author fair.

Continuing Business

  • Wurtz made a motion to approve the Internet & Computer Use Policy as amended and discussed at the October meeting. Rosenberg seconded. Motion carried.

New Business

  • Crafton made a motion to approve the Patron Behavior Policy as amended. Rosenberg seconded. Motion carried.

  • Rosenberg made a motion to approve the Salary Schedule for 2026 with no changes. Crafton seconded. Motion carried.

  • Wurtz made a motion to approve the Resolution to Establish a Bethany Legacy Grant Fund. Rosenberg seconded. Motion carried.

  • Crafton made a motion to approve a change to the leave section of the Personnel Policy as recommended by Terpening. Wurtz seconded. Motion carried.

  • Board approved closing the Library on Saturday, December 6 for an Evergreen upgrade and the Parade.

Motion to adjourn by Crafton at 4:44 P.M. Butler seconded. Meeting adjourned.
